Oddly enough, we looked into 480p for a subchannel that would consist of HD
source material.

Do you think that Miranda, Ross, Evertz, Thomson Grass Valley, or
Snell+Wilcox even makes a 1080i or 720p to 480p cross (or down, depending on
your definitions) converter card? They all make units that will accept 480p, but I cannot find one that outputs 480p.

If you know of one that also properly handles AFD and captions, and doesn't
carry a five digit price tag, let me know!

 Where you can expect further change will be the adoption of 480P for SD
streams to conserve bits  - probably 360 x 480P if older sets do not barf
on it. Or 640 x 480P might finally get used.
