The SMPTE created a standard - 294M - for this many years ago, however, as Ron notes it has not received much market support. 294M uses either dual 259M (270Mbps) links or a single 259M link that is clocked at 360 Mbps. I do not know if any of the cheap 259M chips support the 360Mbps clock rate, but it would be very cost effective to use 2 standard 259M chips.

The SMPTE 293-M standard defines to format structure around a 720 x 483 raster which would carry the 16:9 format using non-square samples that would be stretched at the receiver as is the case with wide screen 480i.

If there are others on the list who might be interested in a HD to 480P down convertor, I would contact David Wood at Ensemble Designs.

Their Bright Eye family of conversion products offer several solutions for HD to interlaced SD down conversion as well as a variety of cross convertors. It believe that it would be relatively easy for David to spin out a unit that outputs 480P according to the 294M spec, and he is always looking for new product niches for his products.
