After Motorola, Harris, and Magnavox duked it out in the marketplace for a while, the Motorola C-QUAM system was the winner by default, and was specified by the FCC in 1993 as the only allowable AM Stereo system.

"1993 - The FCC makes C-QUAM the AM stereo standard for stations in the U.S., and also grants "stereo preference" for radio stations requesting to move to the AM expanded band (1610-1700 kHz), although such stations have never actually been required to transmit in stereo."

Not like AM stereo. The FCC did specify the Ibiquity IBOC system, if anyone wants to broadcast digital radio over the US publically owned radio AM and FM bands. With AM stereo, the FCC just let the opposing standards fight it out and fall apart.
