Only the owners(s).
That's obvious.
And the owners have the right to contract with a single service.
Not to belabor the point, but why is broadband service to an apartment complex
any differvent than other "natural monopoly" like electricity, water, sewer,
and wired telephony?
Clue: it has something to do with competition, which is why INCOMPAS is
petitioning the FCC...
