Obviously you are confused in your initial sentence here. If there is only one
provider, as you claim, then the issue is moot.
The reality is that there ARE multiple providers in most areas, and for larger
apartment complexes the situation is "better." For example, Gainesville
Regional Utilities has been quite aggressive about wiring up apartment
complexes to their fiber optic network. It makes sense, as they can serve
hundreds of students with one fiber to the complex.
I think there is a significant difference between rental complexes and condos
and "attached housing" that are owned rather than rented. Rental complexes,
especially in college towns, offer all kinds of "services" to attract students,
and broadband is at the top of the list. Some rental complexes around
Gainesville rent to the individual student, placing several students in an
apartment that do not even know one another.
The same situation exists in the dorms operated by the University, which
provide broadband and basic cable...
I agree that "owners," should not have to accept these contracts. This may be
lees of a problem when wireless broadband becomes a reality. Then again I am
not thrilled by the lack of control we have on the condo we own, for which we
pay a monthly HOA fee; but an owners committee can choose who manages the HOA.
