Cody,
The head pattern and shape of the bird do not support a domestic goose as
one of the parents. I think an Emperor Goose would be far more likely.

Remember that snow geese actually have pink legs rather than orange ones.
Based on the heavy orange legs as well as the location where it was found
(city park pond) I would attribute it to a Canada Goose x Domestic goose sp.
hybrid.
