That's funny I have a dark-eyed junco in my yard with the exact white collar 
look.

Its a Song Sparrow - but not of a race that nests locally (if you are in the 
Willamette Valley).  It is generally paler than the Song Sparrows in Portland, 
and shows more contrasting marks.  Even then it is still an example of a rather 
dark race of Song Sparrow.
