Rufous Hummingbirds routinely over-winter in the Pacific Northwest.
Most are first winter birds and they look like females until right
about now when some of them sprout male throat feathers...
There is no overwhelmingly exclusionary reason why Calliope Hummingbirds
might not also, occasionally, over-winter.
While I doubt this is a migrant, I have every confidence in the
observers ability to sort out a male Calliope Hummingbird from a
crowd of Anna's and would respectfully suggest that this bird is
over-wintering and that we should, perhaps, lighten up...
I hope it returns and he gets photos.
