Our policy at Deschutes supports two plans: Plan "A" covers county
issued cell phones. Personal use is allowed "infrequently for limited
duration in instances of family emergencies if these calls cannot be
made from a land line phone within a reasonable period of time." Plan
"B" covers reimbursement for business use of a personal cell phone. The
taxable monthly allowance is categorized at these levels:
Category 1 $25.00
Category 2 $40.00
Category 3 $75.00
Category 4 $100.00
Category 5 $125.00
The department head sets the plan and the category based on usage.
Under Plan "B" we do have Blackberry owners receiving an allowance.
Some, but not all, are connected to the county email/calendaring system.
The county does not support Windows Mobile (yet).
We have a mobile device policy that is somewhat conflicting stating that
PDA's must be owned by the county. We still adhere to this policy for
non-cellular PDA's or any PDA-like device to be directly connected to a
PC or the internal network. This was written prior to the Blackberry
explosion and is under review.

Lane County currently provides employees a stipend of $30/month if an
employee uses their personal cell phone for County business rather than
the County providing them a phone. We are exploring business use of
PDA's so are contemplating whether the County should establish a higher
stipend to PDA-users to cover some percentage of the higher cost voice
plus data plans.
Are any of you providing employees stipends that include data for
personally-owned PDA's? If so, what is your organization's monthly
stipend amount to the employee?
