The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan
Lingkungan Untuk Semua (IUWASH PLUS) program is a five year-and-eight
months initiative designed to assist the Government of Indonesia (GOI) in
increasing access to water supply and sanitation services as well as
improving key hygiene behaviors among urban poor and vulnerable
populations. USAID IUWASH PLUS works with governmental agencies, the
private sector, NGOs, communities and others to achieve the following "high
level" results:
1. An increase of 1,100,000 people in urban areas with access to
improved water supply service quality, of which at least 500,000 are from
the poorest 40% of the population (also referred to as the “Bottom 40%” or
“B40”), vulnerable groups or Indonesia’s eastern provinces; and
2. An increase of 500,000 people in urban areas with access to
safely managed sanitation.
To ensure that improvements in access to WASH services are sustained, USAID
IUWASH PLUS is guided by a development hypothesis that focuses on
strengthening service delivery systems, so they can more effectively reach
the poorest and most vulnerable segments of the population. In order to
achieve this at scale, the program undertakes activities through four
interrelated components, including: 1) improving household WASH services;
2) strengthening city WASH institutional performance; 3) strengthening the
WASH financing environment; and 4) advancing national WASH advocacy,
coordination and communication. In support of these components, USAID
IUWASH PLUS also implements a Local Sustainability and Innovation Component
(LSIC) that is designed to stimulate WASH innovations that strengthen
community, private sector and government WASH service provision.
To achieve these outcomes IUWASH-PLUS need high caliber candidates to fill
the position of
*Individual Consultant - Assistant for Community Mobilization to Support
Sanitation Facility Construction in Kabupaten Lumajang, East Java *
*(JOB CODE: STTA/CMSS_EJRO)*
The primary objective of the above position is to support the
implementation of IUWASH PLUS’ assistance for post construction of
sanitation facilities built under Governments’ budget during 2021 budget
planning. Kabupaten Lumajang committed to increase sanitation access for
the community through various programs for sanitation facilities
construction; DAK Sanitasi, Sanitasi Desa, Sanimas, Hibah Air Limbah
Setempat, etc. Sanitation facilities construction needs to be followed by
community mobilization, since the community will use the facilities and
they should understand how to operate and maintain the sanitation
facilities and increase their hygiene practices. This includes the
obligation of septic tank desludging.
*Responsibilities:*
Communities play a large role in making sure the sanitation facilities will
be sustained. The assistant for Community Mobilization to Support
Sanitation Facility Construction will take part in mobilizing the community
so that they will understand the role and responsibilities in maintaining
the sanitation facilities and hygiene. To support the program, USAID IUWASH
PLUS requires a Local Facilitator as a Personal Contractor. On behalf of
USAID IUWASH PLUS, the local facilitator will work closely with Dinas
Perumahan dan Kawasan Permukiman and Dinas Kesehatan (Sanitarian at
Puskesmas) Kabupaten Lumajang to mobilize the community in
post-construction work to ensure the sustainability of the sanitation
facilities.
· Mobilizing communities as beneficiaries from government’s program
in sanitation facilities construction in several locations
· Mobilizing the community, increasing their knowledge and capacity
about operation and maintenance of the sanitation facilities constructed
for sustainability.
· Providing the right information to the community about the
importance and necessity of safely managed sanitation.
· Promoting desludging services of UPT Pengelolaan Air Limbah
Domestik (UPT PALD) Kabupaten Lumajang.
· Promoting to the communities about 5 Pilar STBM key behaviors,
including hand washing with soap.
· Support in BC material distribution to beneficiaries or
neighborhood (if any).
· Providing beneficiaries list (by name and address) of the
sanitation facilities constructed during 2021 in the locations mentioned
above.
· Responsible for making sure the beneficiary list is valid and based
on data cleaning analysis.
· Providing other support services as requested.
*Required Qualifications*
The candidate should have the following criteria:
1. S-1 bachelor’s degree, in Public Health, or other relative
discipline;
2. Has experience as field facilitator in WASH sector;
3. Has experience in community mobilization in WASH sector;
4. Has work experience in NGO/government projects in WASH sector;
5. Has good relationship with Pemerintah Kabupaten Lumajang, specially
Dinas Perumahan dan Kawasan Permukiman and Dinas Kesehatan;
6. Preferably live or willing to stay in Kabupaten Lumajang;
7. Excellent communication and public speaking skills.
