Background
The AsiaFoundation (TAF) is awarded Task Order 1 of an Indefinite Delivery
IndefiniteQuantity (IDIQ) contract by USAID to establish ERAT management and
implementthe “Refine” Component of the Activity starting on January 19, 2021.
The goalof ERAT is for the citizens of Indonesia to benefit from effective
localgovernment by increasing the quality of policy implementation and
servicedelivery at the subnational level. The goal will be achieved through
threeinterrelated intermediate results (IRs):
(1) Coherencebetween national and subnational policies strengthened;
(2) Performanceof local service delivery enhanced; and
(3) Localbudget allocation and execution improved.
Overallexpected outcomes by the end of the performance of ERAT Task Orders
include:
- Institutionalized mechanisms for policy communication, coordination, and
collaboration between and among various levels of government.
- Stronger policy clarity and implementation towards strengthening local
governance and improving service delivery.
- More reliable and effective use of government data in planning, budgeting,
and evaluating services and performance.
- Improved use of citizen input in planning, providing and evaluating
service delivery.
- Deeper responsiveness to gender equality and social inclusion in
policymaking, service provision, and resource decisions.
- Wider dissemination, adoption, and institutionalization of effective
innovation, best practices, and replicable models for strengthening local
governance and improving service delivery.
- Greater quality and transparency of spending at the subnational level.
ERAT’sgeographic scope are the provinces of: North Sumatra, Banten, East
Java,West Kalimantan, South Sulawesi, and East Nusa Tenggara. In 2021, ERAT
mainactivities are (1) conducting political economy analyses (PEAs)
oninter-governmental coordination, local governance, and public service
deliveryat the national and in the six provinces: and (2) co-designing the
theory ofchange and implementation plan of ERAT together with government and
otherstakeholders at the national and provincial levels.
Under TaskOrder (TO) 1, Refine and Component, there are Task 1 – Implement
Component 1-Refine, which focuses on building the relationship and trust with
stakeholders,including building their commitment and capacity to participate in
and benefitfrom co-design. Under Task Set 1, one of the tasks is to facilitate
theGovernment of Indonesia (GoI) and other stakeholders to design the
ActivityInterventions to appropriately reflect the diversity of local contexts
and betailored accordingly. The Co-Design will be implemented at the national
andprovincial levels.
ERAT’sco-design processes build on the following approaches:
- Promoting ownership and mutually valued outcomes, to ensure the program
stakeholders, particularly the government to have strong ownership of ERAT.
- Promoting brainstorming and problem solving
- Facilitating networking, expertise sharing and partnering
- Ensuring equitable participation of women and promoting inclusive
participation
- Allowing Collaboration, Learning, and Adapting (CLA) during implementation
Based onthese approaches, the different interests and needs among stakeholders
must bemanaged to create effective and fruitful co-design processes that will
resultin ERAT Theory of Change (ToC) both at the national and subnational
level,clearly defined problem statements and solutions as the basis for ERAT
programintervention.
ERAT’s keystakeholders are the Ministry of Home Affairs (MOHA) as its Executing
Agency(EA), Implementing Agencies (IA) within MOHA and outside of MOHA,
provincialgovernments and non-state organizations. The co-design process will
takeseveral steps starting from presenting the draft national TOCs of ERAT to
EAand the IAs within MOHA to get their concurrence. This will be followed by
apresentation to GOI IAs and representatives of Provincial Governments
whichwill be held as one meeting. Following government presentations will
bepresentations of TOC to non-GOI stakeholders including CSOs, private
sector,academics, researchers, and subnational government associations. Once
thesesteps are completed, the National ERAT TOC will be socialized to reach
anagreement on each provincial TOC. The culmination will be the presentation
ofthe final TOC of ERAT and life-of-activity implementation plan to the ERAT
TechnicalCommittee.
To conductthe co-design workshops based on the steps described above, ERAT
intends tohire a professional facilitator as Short-Term Consultant to
facilitate theco-design workshops which will be held either online or
face-to-face
The objectives of the Co-design Workshop Facilitator are as follows:
- To enable discussions, brainstorming, collaboration, and problem-solving
processes among ERAT stakeholders to obtain supports from them.
- To facilitate the process of arriving at a consensus on national and
provincial level ToCs, problem statements and solutions or recommendations to
address the national and provincial problems that were identified in the PEAs
Detailed Tasks and Responsibilities:
Thefacilitator/consultant will be responsible for facilitating the USAID
ERATmulti-stakeholder co-design workshops. More specifically the tasks include
thefollowing:
1. Brainstormand coordinate with the USAID ERAT team to develop the
design ofmulti-stakeholder workshops
2. Prepare astep-by-step plan of action for implementing an online and
offline Co-Designworkshops. This will include:
- Arrangement and logistics needed for the workshops
- Prepare the tools and materials needed for the co-design workshops
- Facilitate the whole co-design workshops
3. Documentthe ToC developed during the co-design process
4. Produceconsolidation reports of all co-design processes
Results of the co-design shouldinclude and show the strategic interventions to
the following end-of-programresults:
v Stronger policy clarity andimplementation towards strengthening local
governance and improving servicedelivery.
v More reliable and effective use ofgovernment data in planning, budgeting,
and evaluating services andperformance.
v Greater quality and transparencyof spending and resource allocation at the
subnational level.
Under the supervision of GenderEquality and Social Inclusion Officer,the
selected facilitator will be responsible to conduct the wholeco-design process
from September to December 2021.

Criteria of Selection:
Theselected facilitator is expected to:
- Have extensive experience in facilitating high-level government officials
and non-government stakeholders;
- Have good knowledge about decentralization, local governance, and public
service delivery issues;
- Have experience in facilitating co-creation/co-design/design thinking
methodology;
- Have proven experience in facilitating high-level ToC formulation;
- Have proven experience in conducting effective online and offline
meetings/ workshops/ FGDs
- Be sensitive with the confidentiality and dissemination of the
information, data and produced reports and recommendations.
