Apparatus Development Capacity Technical Assistance
*KOMPAK Program*
KOMPAK is an Australia-Indonesia government partnership supporting the
Government of Indonesia's efforts in reducing poverty through improvements
in basic service delivery and creating opportunities for work. KOMPAK
focuses its efforts on three result areas:
1. Supporting Local Governments and Service Units to better address the
needs of basic service users;
2. Supporting the poor and vulnerable to benefit from improved village
governance; and
3. Supporting the poor and vulnerable to benefit from increased
opportunities for employment and economic development.
*The Opportunity*
The Apparatus Development Capacity Technical Assistance consultant has a
mission to implement and succeed in the implementation of programs and
activities to strengthen kecamatan and village governance. This is not
limited to facilitating the development of policies/regulations, systems,
and procedures, including information systems, and capacity development for
village, sub-district, district, and province apparatus.
The consultant will also support improved access to basic services and
expansion of community economic opportunities in line with national
regulations and prevention and handling of Covid-19 impacts at the
sub-district and village levels.
*Key Duties*
1. Provide technical support to Provice and districts government trough
government office that managing sub-district and village governance for the
establishment, institutionalization, implementation and scale up of the
Integrated PKAD and other governance mechanism, including handling Covid 19
impact (Health, social protection, and economy and encourage multi
stakeholders involvement such university, local partners.NGOs and community
group
2. With guidance of the Provincial Manager, providing technical support
to the Provincial and Regency Governments related to the COVId-19 pandemic
management policy through strengthening Sub-districts and Villages
3. Provide technical assistance to the sub-district as Village
Government Technical facilitators (PTPD) for the establishment of data and
learning centre trough implementation of Binwas function in the sub-district
4. Providing technical support to kecamatan and villages in planning and
budgeting through strengthening coordination, musrenbang, and other sharing
mechanism including data and information from district to villages and
vice versa.
5. With guidance from Province Manager, to identify, chose and
facilitate two focus models of innovation for strengthening kecamatan and
villages in prevention and handling of Covid 19 impact based on integrated
PKAD
6. Providing technical assistance to the kecamatan/PTPD in facilitating
the implementation of the village apparatus independent learning (PbMAD).
7. Conduct periodic analysis and provide input to the KOMPAK Team about
the implementation of the Integrated PKAD particularly in prevention and
handling Covid 19 impact
8. Participate in regular meetings to share knowledge and experience
related to good practice, progress and challenges of overcoming Covid 19
impact through Integrated PKAD.

*Key Requirements*
1. University graduate with at least 4 years’ experience on community
empowerment and kecamatan village governance issues
2. Understand Village Law
3. Experience in facilitating capacity building for village officials is
preferred
4. Experience in preparing modules, curriculum, learning units
5. Experience in working with provincial, district, sub-district and
village governments
6. Understanding of gender equality and social inclusion issues
7. Good analytical skills and an attention to detail
8. Excellent oral and written communication skills
