To be able to receive exes and other extensions in Outlook, you need a third party addin. The one I use adds a tab to Tools>Options where you can pick and choose the ones you want...it's here: http://www.zdnetindia.com/downloads/business/info/6650951.html (works great) Not sure what you mean about no way to read emails before you open them, so I'd need some more details on that...
