Seems the background color is controlled by Windows not Outlook.
If you change the Window color in Display Properties>Appearance tab, it will 
apply to Outlook as well.

  OK...this one is driving me nuts so I'm gonna ask for some help here.

  One of my online students in my Outlook class noticed that my Inbox lists my
  mail on a white background and she asked me how she could change the color
  of hers, which is green.

  Now, I don't *remember* ever changing the color of my view and I can't even
  seem to find a place to change it.  Does anyone else have a green inbox?
  And, does anyone know where the setting is to define the color of the
  background of you listed mail in a folder?

  I sure can't find it here LOL....but it's probably something simple that I
  am just overlooking.  I can find the setting for changing the font color and
  the gridline color, but not the background color.

  I know I'm gonna kick myself when someone tells me the simple solution to
  this one, eh?
