When you protect a sheet, by default all cells are locked.  So, you need to
unlock the cells you don't want protected BEFORE you protect the sheet.

Select all the cells you don't want protected, then go to the Format menu
and click on Cells ... click on the Protection tab and remove the check from
the Locked checkbox.  Then protect the sheet and those cells will still be
edit-able.

I am trying to set up worksheets for budgets that other people will be
updating.  I want to protect only some cells in the worksheet and allow them
to input in other cells on that same sheet.  When I go into tools, it only
allows me to protect the entire sheet.  How can I just protect certain
cells?
