First select all cells in the spreadsheet and then on the menu go to Format
> Cells and click the Protection tab and uncheck Protect.

Then select the individual cells you want to protect and go to Format >
Cells and click the Protection tab and check Protect for those.

Then when you protect the whole sheet only the cells you marked will be
protected.

I am trying to set up worksheets for budgets that other people will be
updating.  I want to protect only some cells in the worksheet and allow them
to input in other cells on that same sheet.  When I go into tools, it only
allows me to protect the entire sheet.  How can I just protect certain
cells?
