All I could find about error 0x800CCC13 is this:

But this refers to OE which you said works fine.

Then, I found this reply in one of the Outlook news groups:

"No matter, I solved it! I deleted the first message in my account (which
was
spam anyway) and the rest of my messages downloaded! I can't believe it was
something so simple!"

So...can you get to your mail via a web interface and delete the first one?

I have upgraded from Office 2000 to Office XP

Now my Outlook gets an error when trying to send email, 

"Sending recieving reported error(0x800CCC13) "Unable to connect to 
network" 
I have checked all the setting & they are OK I have done the "Test 
account settings"email & it goes through & comes back fine, but it 
won't send an email i type up, I recieve emails no problems, & 
tested Outlook Express & it will send my emails OK.

Please help.
