I'm sorry, Michele. I don't know if you said which version of Outlook you are using. If it's Outlook 2002, there is a known problem with the rules until you install the SP1 patch. Other than that, I don't know what else to suggest. I had rules problems off and on with all versions of Outlook until I got Outlook 2002 and installed SP1...now, finally, the rules work and stay put.
