I don't understand what you mean when you say you made a new pst file and "moved" the folder to that place. Could you explain how you did that? If you are saying you moved your pst to a new installation of Outlook...this is a known issue. The rules come thru but they are no longer associated with the folders so you have to manually reassociate the rules with the correct folders.
