Regrettably, as Dian says, there is no easy way of doing this in either Word
or Publisher 2003.  

The only way I can think of to achieve the effect would be to type your text
with a paragraph for every line, then, with the shape drawn and sent behind
the text, to adjust the Left and Right Indent for every line so that it fits
within the shape.  A VERY fiddly method, involving a good deal of trial and
error and a LOT of manual justification (with inserted spaces) to get both
the left and right margins to follow the shape!

Since Word and Publisher (I think) can be told to wrap to the OUTSIDE
outlines of a graphic, you would think it would not be beyond all capability
to wrap to an INSIDE boundary.  In fact, I am almost sure that exactly that
feature was available in an ancient DTP/Graphics package called
Timeworks/Designworks. (The package is still available, I believe, but times
have moved on and that one didn't!). I'm not over-fond of the effect,
myself, but that's beside the point!
