It's probably not an HTML problem, it's probably the dreaded Quoted-
Printable.

QP format is used for text that has foreign (to English users) 
characters.  The QP codes show up as an "=" (equals) sign followed by a 
two-digit numeric code.  3D is an equals signs, 0D is carriage return, 
etc.  An equals sign by iteslf at the end of a line is a soft break.

It's a mess but it's the only way that more than 128 characters can be 
transmitted.
