Yes, I think you can.

Quoting from Sams' Microsoft Exchange Server 2003
Unleashed, p. 27.

"Pocket PC users with Ethernet, 802.11b wireless, or
wireless phone connectivity can now synchronize
security from their Pocket PC to Exchange 2003. 
Because ActiveSync is built in to Exchange 2003, there
are no special server integration tools, dedicated
sync gateway servers, or other devices necessary.  All
an organization needs is physical connectivity from
either a wired or wireless Pocket PC device, and then
the mobile devices can communicate with the Exchange
environment."

p.28 goes on to describe the mobile phone access using
GPRS or 1xRTT service.

There is a whole chapter later in the book that covers
mobility features that I have not got to yet.

I'm researching a migration to Ex2003 from 5.5 and
part of our interest is for the Pocket PC
connectivity.  So I just recently got this book.  Not
an endorsement or anything, it was something I just
read when I saw your email.
