Hey, Ron!  Attach some "1 x 2 furring strips" about
every 16" to the walls, running the conduits first. 
You can glue the furring strips in place with some
stuff called "Liquid Nails" (over here) and when it is
set, you will have a 99% permanent bond to the
concrete.  Then put in some thin insulation and your
panels on top, glueing them to the furring strips with
some more of the Liquid Nails.
