                 Maine State Police Issues 11,000 Concealed Weapon Permits, 
Clears Backlog
                                The Special Investigations Unit within the 
Department of Public Safety has cleared a backlog of more than 5,000 concealed 
weapon permit applications.
                                 
                                Through the use of cross training, new business 
practices, and a great deal of teamwork, the Special Investigations Unit 
processed 5,000 permits since the summer.  In 2013, the Special Investigations 
Unit alone issued more than 11,000 permits.  This is an increase of 3,500 
permits from the 7,500 issued in 2012.
                                 
                                Maine State Police issue permits to Maine 
residents residing in a town without a full-time police department and to all 
out of state residents.  The State does not have data reflecting the total 
number of permits issued in municipalities throughout the Maine.
                                 
                                Keeping it Rolling: Maine Film Office Sees 
Remarkable Returns in 2013
                                Film production in Maine took quite a leap in 
2013.  The Maine Film Office certified a total of sixteen productions, 
unleashing more than $4.7 million in direct spending by various companies here 
in Maine.  That figure is a significant improvement over 2012, in which there 
were eight certified productions and $1.5 million spent in Maine.
                                 
                                In addition to solid leadership in its Film 
Office, Maine’s film incentives play a pivotal role in attracting interest from 
film and television producers and enable the state to remain competitive in the 
industry.  “Maine’s production incentives help generate a solid return on 
investment,” said Karen Carberry Warhola, Film Office Director.  “In 2013 the 
direct spend of the productions in Maine was $33.23 for every $1.00 paid out in 
the program.”  Better still; that per-dollar return on investment will increase 
when taxes paid by the productions are deducted from the cost of the program.
                                 
                                The Maine Film Office is proactively working to 
market and promote the growth of the production industry, and has undertaken a 
variety of new initiatives to showcase Maine as a prime location.  Those 
efforts include: updates to the Maine Film Office website, making it easier for 
producers to find locations; talented crew listings; local businesses that can 
supply needed goods and services; and, film-friendly communities.
                                 
                                The Office also meets regularly with 
filmmakers, reads scripts, and attends film industry trade shows, local and 
national film festivals, screenings, and industry events.
                                 
                                The Maine Film Office is part of the Maine 
Office of Tourism within the Department of Economic and Community Development 
(DECD).  Film, television and commercial production companies spending at least 
$75,000 in Maine may qualify for the Maine Visual Media Incentive Plan.  The 
incentives are a mix of various rebates and credits.
                                 
                                Two Maine schools nominated for National Blue 
Ribbon Schools distinction
                                The Maine DOE has nominated Turner Elementary 
School and Winthrop Grade School to be 2014 National Blue Ribbon Schools.
                                 
                                Since 1982, the U.S. Department of Education 
has annually sought out schools where students attain and maintain high 
academic goals, including those that beat the odds.  In its 32-year history, 
the National Blue Ribbon Schools Program has bestowed this coveted award on 
over 7,000 of America’s schools, including nearly 50 in Maine.  The Education 
Commissioner in each state nominates schools, which are then invited by the 
U.S. Secretary of Education to submit a formal application.
                                 
                                Both of the nominated schools have student 
achievement in the top 15 percent in Maine for both reading and math.  The 
federal education department will announce awardees in September 2014.
                                 
                                Last fall, the Williams-Cone School in Topsham 
was named Maine’s 2013 National Blue Ribbon School.  The RSU 75 elementary 
school, which also earned an “A” in the Maine School Performance Grading 
System, was honored in part because it had seen double-digit increases over the 
last five years in the percentage of its students deemed proficient.

                                Record Number of Moose Hunters Successful For 
Second Year In A Row
                                The numbers are in from this fall’s moose hunt, 
and 2,971 moose hunters were successful last season in their quest for a moose. 
 4,110 permits were issued this past season, with 72% of the hunters 
successful.  The 2,971 successful hunters marks a new record, eclipsing the 
2,937 of last year.
                                 
                                “Maine has a thriving moose population,” said 
Chandler Woodcock, Commissioner for the Department of Inland fisheries and 
Wildlife. “The moose hunt allows us to regulate the moose population in Maine, 
and it gives hunters the opportunity at the hunt of a lifetime.”
                                 
                                Maine currently is in the fourth year of 
conducting aerial surveys to estimate moose abundance and population 
composition (composition of male/females; adults/calves).  The aerial surveys 
provide data used to estimate the moose population and health of the herd.
                                 
                                “Maine has a healthy and strong moose 
population and has the highest density of moose in the lower 48 states,” says 
Lee Kantar, Maine’s moose biologist.
                                 
                                Biologists are set to establish moose permit 
numbers for the fall 2014 moose season.  The number of moose permits available 
is based upon population numbers and the composition of the moose population in 
wildlife management districts, as well as the population goals and objectives
