All elementary schools including mine will be happy to get books for
beginner readers. Borrowing books from Jelly requires special efforts on
the part of teacher (going, fetching, returning). The more books will be
available at schools the more pupils will be reading in English. We  know
how to encourage reading even in the computer era.
