Hi,
Maybe one solution would be to install a automator script that would play a
sound or spoken message early in the startup process, to indicate the system is
loading, and would be heard even if VoiceOver was off. Also, I suppose that
even with the newest machines with SSD, one will hear some kind of noise from
the machine when it is started or restarted?

for just daily startups, but there are tasks and situation in which the chime
was a great indicator that things were working as they should. My Mac Book
Pro 2017 also does not have the chime when it starts. There was, briefly, a
hack to bring it back by running a specific line in terminal, but Apple has
apparently disabled this now.

down to when you press the start button you hear a chime of sorts to let
you know that the start up process has begun. But no start up chime with
the new iMac.
After calling tech support and accessibility neither one knew why they had
made the change but they did confirm that it was happening on the new
iMacs.
We did register a complaint.
Any thoughts?
