[macvoiceover] checkbox in vo utility, general

Hi, everyone,
I have created my own welcome message for voiceover to say whenever I start or 
restart my mac, and whenever I restart vo.

This is located in general in vo utility.

Right after the edit box, there is a checkbox with the following dialogue:  
display welcome message when voiceover starts.

I have checked the box, but it unchecks itself every time I turn on or restart 
the computer, and whenever I turn voiceover off and back on again.

I'm wondering if it's a bug that accessibility needs to be informed about, so 
please let me know if any of you are experiencing the same problem.
