I don't think that is right. In the later versions of SL I would get messages about programs trying to access the internet. In a few of these programs like printer programs and scanner programs I thought it might be asking wether I wanted the program to access the internet or not. So while I can't say for sure, there's reason to believe it was doing more than blocking incoming connections.
