Hi,
This has always been the case for me. The trick is to wait long enough for
the install to begin. Then, pressing Command F5 will turn VO on so you can
see the progress of the update. Sometimes after pressing Command F5, you
must wait quite a while before VO begins speaking.

That is curious, what was it updating ?
You mentioned iTunes was acting strange before you shut down, was something
updating automatically ?
Yes, I have usually had no voiceover when a major operating system is going
through an update when it may restart itself several times, eventually
coming back on when the update has completed.
