To use caps lock as caps lock press twice.

voiceover utility caps lock won't indicate that is on or off and also won't
be a caps lock. This is true even if you select the option to use caps lock
and control option as the voiceover modifier. If you do not have the caps
lock being used as a voiceover modifier, then the caps lock should announce
when you press it and should also work. At least it does here with the latest
update of El Capitan.
