Well that's a given. Apple can only control what they make.
Some software most likely will change, though, as 10.6 does mark the beginning of Carbon being phased out. For accessibility this is a very good thing.

If they do this, accessibility can only improve. I have yet to see anything that says they are re-implementing everything in Cocoa for snow leopard, though. They are definitely giving some apps a Cocoa overhall, but as to whether they are totally re-implementing them or not is unknown right now. Regardless, though, I'm really looking forward to Snow Leopard, as even if some parts are only partially rewritten in Cocoa we will see quite an improvement. Even if everything isn't completely rewritten in Cocoa by snow leopard, it almost certainly will be by the time 10.7 will be released. I'm betting that 10.6 is a stepping stone to getting everything rewritten in Cocoa, but I doubt they'll get everything rewritten completely in time.
