I know on the macs starting I believe in 2016, the headphones would show up
separate as a separate audio device. Might want to go and check to see if they
are another device.

Now I hope what was the problem in my case certainly isn't the problem in
yours, a faulty Logic Board which was going to cost me $800 at the time and I
refused to pay that sort of money just for a fault component on a Logic Board
so I used external sound devices on the machine, yeah an annoyance but better
than being extauted by Apple <smile>.
I hope you are able to solve this problem and the way David suggested would
seem the logical path to try, if you can't find the headphones in Sound then
VoiceOver Utility won't find it either.

Had this problem many years ago on my iMac, I cannot remember the OS,
possibly Lion.
It is a bit of a nuclear option butI found ten that making a completely fresh
install of the Mac OS from the Recovery Console solved the problem for me.
This was from a clearn install. There may be a way of using a Utility to
refresh your hardware detection on a Mac but I am unaware of a utility with
this function.
It might be something you would want to consider as a last resort.
