Phil's original question was, "What a peculiar way of thinking about
government. . . . Why think that government might have a great store
of abilities not yet discovered?"
Because historically the role of government has expanded into areas
previously undiscovered, like space exploration. (It's also worth
noting that NASA returned more than its budget in spinoff
technologies like solar energy design.) In addition, government has
historically shown itself to be adept at new activities, such as
maintaining National Parks.
So why NOT think that government might have a great store of
abilities not yet discovered?
