I don't see the not-the-England as illustration of the quip. 
Is publicity (or advertising -- I'm sure you'll make the distinction)
anything like the most fun you can have with your clothes on?
I thought, to echo S. Ward, of Walkhampton, in Dartmoor,
it was fox-hunt!
