_Best American Essays 2007_ contains Mark Danner's "Iraq: The War of the Imagination" (from The New Yorker). It's a pretty good account.

Danner argues that our immediate goal was not wrong; rather it was the subsequent additional and stubbornly-held goals, combined with the faulty execution of basic strategies that created the problem(s).

Had a hypothetical Giuliani-type been President, it might be a different world, brimming with minimax clear-cut outcomes. Of course, if grandma had wheels, she'd also be a railroad.
