I thought it was more sarcastic than rhetorical, but I took it seriously
anyway.  It could happen in a Fukuyama or Barnett future.  It would never
happen in a Huntington future.

I believe the question was rhetorical, but for those of you who wonder how
nukes might be removed from the world... there are people who are trying to
think about this. I have downloaded the book, but haven't yet been in the
right frame of mind to attempt to read it. Thus this is neither an
endorsement of nor an attack on their thoughts.

There are other scary scenarios that come to mind.
These include:
 
-Islamist or other terrorists being able to reach the
nuclear weapons or facilities located within the US
(or elsewhere in the possession of US military), and
use them for their own purposes;
-An accidental nuclear exchange between US and another
nuclear power;
-Precipitious use of nuclear weapons by the US to
retaliate for a terrorist attack;
-Deliberate use of nuclear weapons by the US for
"pre-emptive" or aggressive purposes
-Nuclear war
 
Is there a scenario for eliminating the US nuclear
weapons ? O.K.
