Scrap paper is paper that can be jotted on, not paper that is intended
for scrap.

I think these pages (consecutive top hits for "scrap paper" +UK) serve
to make the point that in the UK (and, it seems, Canada) "scrap paper"
normally means what "scratch paper" means in the US.  Some people here
do, it seems, now say "scratch paper", I suspect by analogy with
"scratch pad", as in online and other software scratch pads.
