By the way this seems to have fixed my problem when running en-ueb-g1.ctb in
lou_allround on UbUbuntu 12.

the python code checks if it is being run from the makefile, and if not sets up
the necessary environment.
This is because if the person is debugging a particular table, they probably
don't want to spend the round trip time on processing all other harness files,
and filter out accordingly.
