It seems that there are not that many words that start with pre and it is not 
the first syllable:

preach
predator
prentice

so I pushed up a fix for pre and these words.  Let me know if anyone finds any 
other words.

Isn't/shouldn't this "pre..." behavior controlled by the nocross opcode and 
the hyphenation dictionary behind it (hyph_en_US.dic)?

If it's supposed to be, en-ueb-g2.ctb neither includes it nor contains a
comment to that effect.

Also, it wouldn't look right for a UEB table to include a US-specific table.
