I suspect that it might pick up an older liblouis somewhere on the PATH.

Make sure you have no other liblouis installed. On Ubuntu liblouis might
be installed if you install Orca.
BTW: Is there absolutely no way to put the correct gnulib-tool commands into
one of the scripts, so that you can be sure of having the correct modules?
I don't understand what you mean. The modules are copied into the source
tree by me when I invoke the gnulib-tool. Once they're in the source
tree they are more or less just like other source files. What is exactly
the problem with gnulib?
