[liblouis-liblouisxml] Russian computer braille table is broken

Hi all,
Both ru-ru-comp8 and ru.ctb (which appear to be duplicates minus a
change in a comment) seem to be broken, with 16 errors like the following:
File ru-ru-comp8 line 261: Exactly one Unicode character and at least one cell
are required.
Line 261 says:
space \x02219 238 BULLET OPERATOR
Is this because 5 digits is too many for the \x escape or is this a 32
bit unicode problem?
