Another alternative is to go in and do some relatively small modifications to
the homebrew formula for these Programs. Essentially it can do the hard work of
installation for you. He currently installed an old version but, that is
actually fairly trivial to fix.

Building binaries for Windows and/or Mac is not so trivial and no one
has stepped forward to do it. But you can use Docker quite easily to run
file2brl on Windows and or Mac. This is described in the liblouisutdml
README, see https://github.com/liblouis/liblouisutdml#docker. No
compilation required!
