Hi Felix,
If you just want to quickly translate something to/from braille, you can use
lou_translate, one of the test programs in LibLouis.
It takes plain text as input, so there is no formatting.
I believe the APH tool Send to Braille uses this.

I rarely if at all need to directly translate or backtranslate
anything on the file level as I use neither printed Braille nor
Braille input.
But if someone wanted to translate or backtranslate something using
LibLouis on Windows, is there a tool they would typically use?

No, at the moment we don't make any pre-compiled versions of liblouisutdml
available, at least no up-to-date versions.
I have created a Github issue with some tips in case anyone wants to tackle
this problem: https://github.com/liblouis/liblouisutdml/issues/66 ;

and motivation to do it myself.

I honestly gave up in this situation. Its been years since this has
been talked about, and for some reason its been impossible to compile
any binaries for windows. But then there is a script APH made called
send2braille which only supports English so its just a dead end.
