I know of at least 3 options, and there are likely more..
Access-a-PPhone is a fairly comprehensive system that speaks the caller ID, and 
much, much more;
2.  Avaya has a fairly basic package that speaks the caller ID; and
3.  There is a fully accessible soft phone called IP Blue that basically puts 
all the functions of the telephone on the computer, complete with hotkeys that 
work pretty well with JAWS.
All these solutions are IP Phone-related, and some depend on the type of router.
