CTRL+JAWS Key+Down arrow should start the skim reading tool no matter what
application.
I think just tapping the ctrl key will stop it.
It has been a while since i used this feature so I am going by memory.

Are there 2 commands for starting skim reading in a document(not on the
webv) anda separate command to end skim reading?
