setting a hot key

Is it possible that someone can renew my memory as to how to set a hot key 
please.  As I recall you need to go the General Tab in an application and then 
tab to where you can find the place the option for setting a hot key.  However, 
I only have options for Ok or cancel.  This is using windows xp.  Where am I 
going wrong?
