To place an icon for a program on your programs menu on your desktop and then
set up a hotkey for the program use these instructions.
Find the program on your submenu that starts the program you want to create
a hot key for.
Press the applications key (the key next to the control key on the right
side of the keyboard).
Arrow down to send to and hit enter.
Arrow down to desktop as shortcut and hit enter.
Minimize all apps with insert f6 and find the icon it created on your
desktop.
Do an alt enter for the properties, you should be on the shortcut tab.
Tab to the shortcut key field and assign a keystroke.
Tab to okay and hit enter.

To assign a hotkey to a program directly on the programs menu.
Go to your start menu, programs and find the program you want a hot key for:
remember it may be in a sub menu.  Hit the application key or shift plus f10
and arrow up to properties, then hit enter.  You should be on the shortcut
tab, tab to shortcut key.  Type the letter you have chosen.  It will create it
as alt control and the letter you choose unless you specify otherwise.  Tab to
okay and hit enter.

You now have a hotkey to start a program.
