It sounds like you have a form, which has become "unprotected". when a
form is unprotected, then it's just a normal document, and the controls
are not functional.
you'll need to turn on the forms toolbar, and then find the button in
this toolbar named "protect", and press it if it isn't pressed. that
turns back on forms protection. this will make all the controls active
again, and jaws will be able to tab between them.

Hi I am using jaws 10 xp pro and word 2003.
I have a word document with several check boxes. Jaws does
not seem to recognize that there is a field there or the
status of the checkbox.
In previous versions of jaws I could locate the check box and
I could use the properties to change the default to the check
status I wanted. with jaws 10 I can't even locate the field.
Does any one have any experience with this?
