accessing links

This problem is popping up more and more. I tried going to a government site.
I wanted to access specific links but couldn't. I hit enter for the link and
it was followed by a swishing sound. I couldn't access the link. I tried
using shift f10 and the application key but to no avail. How come this is
happening? Should I be doing something with the settings? Thanks, Judith
