At the top of the page, do you have the message that Windows has blocked this file from downloading??? Is your popup blocker turned off? If yes, try holding control and then pressing enter on the link. Sometimes that allows it to open.

This problem is popping up more and more. I tried going to a government site. I wanted to access specific links but couldn't. I hit enter for the link and it was followed by a swishing sound.
